In order to maintain resident safety and legal compliance, RWAs are in charge of controlling terrace use. The Stephen Court fire in Kolkata in 2010 claimed lives due to locked terrace doors. The restriction is applied in a discriminatory manner (for example, owners are permitted entry while tenants are denied).
