Annual Contribution Contract (ACC):Annual contracts with Public Housing Authorities (PHAs) for payments toward rent, financing debt service, and financing for modernization. Examples of HUD-regulated GSEs include Fannie Mae and Freddie Mac, which were chartered by Congress to create a secondary market for residential mortgage loans.
