General Terminology Affordable Housing:In general, housing for which the occupant(s) is/are paying no more than 30% of his or her income for gross housing costs, including utilities. Eligible tenants pay 30% of adjusted income toward rent and utilities, and the balance of the Contract Rent is paid by the PHA that administers the HCV program.
